Promoting and Safeguarding Community Health

Promoting and safeguarding the health of a community's residents is the main objective of a health strategy. The government must uphold human rights, such as the right to privacy, the right to self-determination, and the right against prejudice, in order for this system to work. There are many complex and varied societies in the United States, and each of them has its own unique set of health policy problems. To provide comprehensive and organized health policy formulation, the bodies that create policy have grown. The evolution of legislative branch health policy and the impact of stakeholders will both be discussed in this essay.

The Role of the Legislative Branch

Under normal conditions, there are three departments of government: the executive, legislative, and judicial. All the branches work together, but the primary role of the legislature is the creation of the law. It is then the role of the executive to execute the law, and the judicial branch does the evaluation. Across the world, the healthcare system is very important in the governments because it ensures that policies are issued to all individuals as well as the strategies of the law (DeFrancis, 2014). In the United States, the Government is very much focused on creating healthcare reforms so that the citizens could benefit. Generally, the healthcare systems come in external and internal factors. For instance, the way the U.S government implemented the Medicaid and Medicare policies (Daly, 2010). These policies have been in existence for some time now, but it is the role of the government to ensure that changes are made in the existing systems. It is, therefore, the primary role of the Legislative branch through the state's administration to ensure that the policies meet the standards of the healthcare policies and reforms.

Analysis

The power of the Congress (Legislative branch) consists of the house of representative and the Senate. Within every country, there is a legislative branch in each state that has the ability to create and make changes to an existing health care policy. It is also the role of this department to allocate the health care systems immediately after creating them and them implementing them so that they could function. They do this by ensuring that the laws or bills are activated in the health reforms. In normal circumstances, the government or executives bring the bill into the Legislative branch and then people would vote with the presence of the Senate as well as the House of Representative. Once the majority vote for the bill then the law is implemented. The Legislative branch then ensures that the passed law benefits the citizens by working closely with the other offices of the Judiciary and the Executive (Robertson, 2011). Despite the fact that the Legislative is not directly connected to the people of the communities, it ensures that the policy has a positive impact on people's lives.

The Stakeholders

The Stakeholders are individuals whose responsibilities involved in policy making as well as representing the central in representation. They usually come from outside or from the government so as to impact a difference from the objectives of the organizations. In the Legislative branch, three stakeholders collaborate when it comes to the implementation of the healthcare policy. They include the Judiciary Branch, citizens of the society and the individuals of medical professionals who work in hospitals or nursing homes. It is vital that these two systems maintain a healthy and cordial relationship because the stakeholders analyze the policies created by the Legislative branch before approving it (Mays, 2015). The major role of the stakeholder to identify the overall effect of the policy in the country, on individual health as well the economic challenges that associate with the healthcare reform system.

Managing Conflict and Communication

As much as the Legislative branch creates the health policy, it does not execute the law since the stakeholders have to approve if they meet the standards of the voters. Therefore, the stakeholders are in charge for this execution but through the executive branch. The conflict that could arise between the stakeholders and the legislature is when the bills and laws that were passed do not meet the need and expectations of the citizens in a particular state. Also, when the Legislative branch does not ensure that the gap between the government's perception and the customer's expectation is not bridged, the stakeholders will go into a conflict particularly because the beneficiaries are the customers and satisfaction is their responsibilities. Therefore the conflict between these two departments could be best managed and avoided with efficient communication. It is also crucial for the Legislative branch to send a clear communication to the customers either when there is a challenge or when there is any progress.

Conclusion

This was a discussion of the sole duties of the Legislative branch in the health reform. In the study, we can conclude that the Legislative branch is important when it comes to the role of developing the healthcare reforms and policies. It is therefore very paramount for the Stakeholders and the Legislative branch to have a good relationship particularly when it comes to the implementation of the policies and laws. The reason is that both of them are solely connected to the welfare of their citizens and how beneficial it will be to them. Lastly, if they don't relate well, then the customers are the ones who will not benefit.
